Public Service Company (PSC) traces its roots to a local gas company formed in 1869 by a group of pioneers. The company was formed primarily to provide gas, powering streetlights in cities across the region. Following decades of growth and acquisitions, PSC was officially incorporated in 1923 to consolidate various electric and gas utilities.
In late 1995, the utility industry was defined by a massive surge in consolidation, driven by looming federal deregulation and pressure to lower electricity rates. At this time, PSC announced the divestiture of several of its generating stations to an employee-led ownership group organized under an Employee Stock Ownership Plan (ESOP). The transaction, approved by state regulators and the Federal Energy Regulatory Commission (FERC), was part of a broader restructuring effort tied to utility deregulation and the pending acquisition of PSC’s remaining electric operations by Xcel Energy.
A Versatile, Expanding Fleet
Under the agreement, transmission and distribution assets were transferred to Xcel Energy while the employee-owned facilities continued operating as independent power producers under long-term wholesale supply contracts. The terms of the acquisition permitted the organization to retain the historic Public Service Company name, preserving both the station’s regional identity and its long-standing employee culture.
Over the years, process and capital improvements have been made at PSC generating stations to rebrand the company and improve efficiency. Examples include:
- Replacement of all rail car rotary dump equipment, with rapid discharge systems designed to facilitate the fast delivery of coal. This results in lower costs and reduced dwell time.
- Purchase of new coal rail car sets to facilitate the rapid and efficient discharge of coal delivery. New cars display employee names, recognizing current and past employees for their contributions and service since becoming employee-owned in 1995.
- Utilization of new, modern logos across the system on all equipment, structures and customer interfaces. Benefits include modernizing customer perception, increased engagement and improved recognition.
- Enhanced relationships with the Burlington Northern Santa Fe Railway (BNSF) and other railroads as critical partners to transport coal between the Powder River Basin and generating stations across the system, a critical component of service delivery.
